Abstract

Performance appraisal is a critical mechanism for aligning employee performance with institutional objectives and motivating academic productivity within higher education institutions. Despite its prominence in human resource management, performance appraisal effectiveness in higher education institutions has remained inconsistent, largely due to inadequate leadership practices, procedural fairness, and perceived organizational support. Drawing from organizational support theory, social exchange theory, and justice theory, this paper proposes an integrative conceptual framework linking transactional leadership and procedural fairness to effective performance appraisal through perceived organizational support and feedback quality. The framework provides theoretical foundation for empirical validation and practical guidance for appraisal reform.
